City AM's managing director, Lawson Muncaster, told MediaGuardian.co.uk that it hopes to circulate 17,000 extra copies outside of London.
While many newspapers are cutting costs through the letting go of journalists and tightening recruitment, the paper says September brought a record month for distribution.
"If we reach our business objectives from now till the end of the year we will start looking at a regional rollout in the early part of 2009, and the first two places that we have identified for hand-distribution and corporate delivery will be Manchester and Edinburgh," Mr Muncaster said.
But the regional distribution of the paper, while likely to include some local editorial and advertising differences, will still look to London for its main news content.
"The editorial product will be very much based on the existing paper itself because we know businesspeople look to London for what's going on. It won't be a local adaptation of City AM," Mr Muncaster added.
